When a dispute concerning the application of public law standards arises either between individuals (natural persons or legal entities) or between an individual and an administrative authority, it is referred to as an administrative dispute. In some cases, it is possible to try to reach an agreement with the parties concerned, particularly in the case of disputes between private individuals. If no agreement can be reached, proceedings will have to be brought before the administrative judicial authorities.

There are various administrative authorities, with jurisdiction depending on the subject matter and the people involved (e.g. tax authorities, building authorities, social insurance offices, etc.). In principle, the starting point of an administrative procedure is the decision taken by an authority, against which the person concerned can object or appeal. But it is also possible for a dispute between private parties to give rise to a complaint to an administrative authority. In all cases, a full procedure takes place, culminating in a decision or judgment. In principle, it is then possible to appeal against this decision or judgement to a higher court.
