When an offence is committed, or suspected of having been committed, the competent criminal authorities are called upon to intervene. There are a number of different criminal authorities, depending on the subject matter and the people involved. In some cases, it is even possible for administrative authorities to issue decisions of a criminal nature. In principle, the starting point for proceedings is the commission of an offence, which is investigated directly by a criminal authority (e.g. the public prosecutor's office or the police). But it is also possible for an offence to be denounced by a criminal complaint lodged by an individual, often because he or his close relations have been affected by the offence. The procedure results in a decision, against which it is possible, in principle, to appeal to a higher court.

Generally speaking, it is important to act early enough to preserve the applicable legal deadlines, in particular the deadline for lodging a criminal complaint.
